Abstract

This study discusses about English as foreign language ability that use at Dormitory of Ma’had Al Jamiah The state Islamic university Sulthan Thaha Saifuddin Jambi. The main problems focus on: planning learning programs, the implementation programs, human resources that needed for improving foreign language, also infrastructure and policy makers that support learning proses. In this study the author used a qualitative research method with a descriptive approach. Segmentalist cultures suffocate change because they do not foster interaction across areas or encourage thinking ‘outside the box’; instead they view ideas and problems in isolation. In contrast, integrative cultures see issues as part of the whole and experiment with different ways of addressing them. (Murray and Christison,). Subjects were director, lecturers and academic staff. This reseach explain about the problem faced in improving foreign language skills. The result of this study indicate that foreign language skills strongly supported with policy makers, planning learning programs, implementation learning programs, superior human resources and aslo supported by facilites and infrastructure so that the learning prosess could run well and produce students ability with good result
